Yeah, more or less; as long as he was not on private property or his megaphone wasn't driving other dudes nuts. The megaphone might get him nailed for "disturbing the peace" and maybe a warning to stop using it. Depends on what city/state he would be in.

Totally, he would be covered by the First Amendment....................

CONGRESS SHALL MAKE NO LAW RESPECTING AN ESTABLISHMENT OF RELIGION, OR PROHIBITING THE FREE EXERCISE THEREOF; OR ABRIDGING THE FREEDOM OF SPEECH, OR OF THE PRESS; OR THE RIGHT OF THE PEOPLE PEACEABLY TO ASSEMBLE, AND TO PETITION THE GOVERNMENT FOR A REDRESS OF GRIEVANCES.
The Bill of Rights to the U.S. Constitution was ratified on December 15, 1791

"Censorship reflects a society?s lack of confidence in itself. It is a hallmark of an authoritarian regime . . . ." Supreme Court Justice Potter Stewart, dissenting Ginzberg v. United States, 383 U.S. 463 (1966)

The security staff misleadingly dressed to look like cops, which is actually illegal, can not caution or arrest him for a public order offence. They can report him to the police.Canary wharf is probably private property but they allow open access so in principle the police would not want to get involved unless a criminal act has occurred which is not the same as a public order offence.Catch 22 works in our favour for a change.
If you believe you can tell me what to think.
I believe I can tell you where to go.
