Yeah, more or less; as long as he was not on private property or his megaphone wasn't driving other dudes nuts. The megaphone might get him nailed for "disturbing the peace" and maybe a warning to stop using it. Depends on what city/state he would be in.

The security staff misleadingly dressed to look like cops,which is actually illegal,can not caution or arrest him for a public order offence.They can report him to the police.Canary wharf is probably private property but they allow open access so in principle the police would not want to get involved unless a criminal act has occurred which is not the same as a public order offence.Catch 22 works in our favour for a change.
