Because most of them suck - as a Dude abides all people, most things and generally defers to whatever the hell any living thing is up to.
Law makers, rule readers - the lady at the license bureau who KNOWS YOU but insists on that 3rd ID due to homeland security, are the highway cones we swerve tastily around in our Torinos of self, or run down... as they use the rules to piss on our collective rugs.
Corporations and rulebooks can't be Dudes - they aren't alive. I have Dudes all around me - male and female, plant and animal, fish and bird.
All that abides, delights and chooses to avoid rug-pissing is welcome and celebrated in the Dudely ceremony of watching the days slide by.
Thoughts?

Many people also ask that kind of question, why did they oppose rules and many laws. Why?

The Dude does not affirm or oppose laws, he abides.
The Dude does not require rules or laws, he abides.
The Dude only seems to run afoul of the law, when actually the law runs afoul of The Dude, who, as it has been said, abides.

That's interesting, man, very fucking interesting.
And let's not forget, let's not forget, makes a whole lot more sense than all of the above. Am I wrong? OKAY THEN!
It will never matter if there are rules or not as long as the dude abides

Quoted for truth.
Many people break the law for one reason or another. For example, recently I was injured due to one such incident. So now I'm looking for a lawyer to get compensation for my injury.
Which rules?
The Dude did his best to avoid moral entanglements but even he had to draw a line in the sand and say "this aggression will not stand".
The Dude minds man.
Sure he had to eventually bail out and say Fuck it.
But the Dude minds.
In a way I see that as the central question.
To Mind, or to Abide.
And IMO there is not answer.
Sometimes the Dude minds and sometimes.... Fuck it.
Sadly most "rules" set by the Government are more about increasing the power and control of the Government than providing any type of social benefit.
Nothing changes. Fucking Nazis.
I gotta say I find libertarianism increasingly seems more Dude than ever before.

And let's also not forget--let's not forget, Dude--that keeping wildlife,
an amphibious rodent, for uh, domestic, you know, within the city--
that isn't legal either.
I think the Dude would go the way of Jerry.
Jerry sums it up here.
