Being an ex-thug type, this has always baffled me, we had our own silly fashion statements(see 80-90s metal fans), but much of it served a thugs purpose. The bandannas were handy for disguise, wrist bracing for fights and wrapped around legs to keep pants tight and out of the way for escaping the cops. You just can't run from the fuzz if your pants are around your ankles.

I think the main reason for wearing pants below your ass (besides being "gang trendy") is to shock and offend as many people as possible, and in many cases, used to intimidate. Some airlines will not permit a person wearing their pants in that manner on a commercial flight, and some communities are now banning it in public and fining people who do it. :o
