I'm having a problem with this one. I don't think he believes anything about decisions--he pretty much avoids making them at all. There's no evidence of him changing his mind that I remember, and I don't think he changes his opinions, either. So if he were interested enough to evaluate whether or not it's good to change your mind, I think he would say no. While I think he would actually say, yeah, sure whatever to this question, I don't think it would be a real answer. However, if Walter were to pound it out of him (figuratively), when push came to shove, I think he'd say it's best if you're true to yourself, which would entail not changing your mind all the time. So, I'm saying no. He's not wishy-washy, just noncommittal until he's up against the wall.
