...or did he just find the whole rash on the ass thing (in the parlance of our times) funny? I can't quite decide. Opinions, fellow Dudes?

The dude was drunk, man. So I think he was just talking shit. It was the dude's way of saying something like 'yeah, yeah, what ever, I got a rash too man, what ever man, life goes on. Fuck it.'

Don't think the dude was sporting a real rash.

No, the dude was trying to say "I'm a brother shamus!= i'm with you man " you know, and life's goes on.
