Can anyone tell me why this shouldn't t be LAW?

Because the very people we would be counting on to pass this into law are the very people who would be fucking themselves in the ass by passing it into law.
Which is the very reason why it will never happen.
I think that all news organizations should be required to post the agenda for congress and the senate each morning and give an update at the end of the day what was accomplished. If they consistently fail to accomplish a damn thing they shouldn't get paid and eventually should be censured.
The news/media is supposed to be a watchdog. It's a lap dog.

But I don't think those rules would not be respected very long. Mankind is too evil, at one point someone would find a way, take advantage in it and everything would go wrong. Kind of what happened in Russia, in the 20's, if you see who I'm talking abaout (I'm the walrus).
Bureaucratization will automatically lead to plots, war, power seeking issues. But on the other hand, prioritization can not be avoided. It is part of our life, of our universe. Add sins to this and you have us. Since the beginning of civilisation.
