I haven't looked into this for quite some time, but: The way it used to be was that all you had to do was be ordained, by anyone, anywhere, and as long as the couple digs your ordination you just officiate the ceremony, fill in the bits of the marriage license that are yours to fill out, have at least one witness sign the license, then you sign the license, and you return the license to the registrar of the county who issued it within ten days of the ceremony. There's some legal stuff, like you're supposed to be convinced enough that the facts stated on the license are true, that kind of thing. You can search online for that stuff.

Nuthin' to it, really. Just don't fail to get that license back to the registrar within ten days.
