It's called a vocoder... pitch machine, whatever... An exaggerated example is Cher's "Do you Believe in Love". The video was a bit of a stretch, but many people use it to correct an otherwise mediocre voice. Technology at its best. ;-)

There is a difference, it turns out (albeit a minor one). Either way, I want to run from the likes of will.i.am, et al when I hear "robot vocals".
