Governments around the world made nearly 21,000 requests for access to Google data in the first six months of this year, according to the search engine.

Its Transparency Report indicates government surveillance of online lives is rising sharply.

The United Arab Emirates has tightened its law on internet use, making it a criminal offence to mock its rulers or organise unauthorised demonstrations.

A presidential decree says anyone who creates or runs a website or uses the internet to deride or damage the state or its institutions faces imprisonment.

Indeed.
It does matter what they are requesting.
Most government agencies are starting to leverage Google geography now.
It's not necessarily completely nefarious.
All the infrastructure is getting mapped so that you can write apps for smart phones and what have you to find things like underground power cables and gas and sewer lines.
Of course they are also mapping things like crime data, gun ownership, even dangerous dogs.
It's used by cops when they get a call to a certain address.
All that stuff makes use of Google geocoding services and street view imagery. And you have to pay google.
