Hard to say, man.  The Dude is what the square community would call a "slacker", but he did take his responsibility to Bunny Lebowski very seriously.  I figure The Dude's the kind of guy who doesn't actively seek responsibility unless and until it is foisted upon him by fate.  I'm not sure how to vote on this one.

The $20,000 may have had something to do with that, but The Dude was very upset when Brandt said "Her life is in your hands Dude." The Dude said "Don't say that!"
Not exactly taking responsibility.
I would say no, but that is just like my opinion dude! ;D

Alright dudes, we got a tie here. Can we get a few more votes to settle it?
Does The Dude assume responsibility?
Is there anything in TBL that gives us a clue?
He did allow Walter to run the show till things went really bad before deciding to go it alone.
How about when Maude told him her position increased the chances of conception...he nearly lost it saying...let me tell you something about the Dude...?

I said no because it took a life and death situation for him to assume responsibility, and only then when Walter fucked up big time.
