a good friend of mine has asked me to look into the possibility of marrying himself and his better half, now i know that in scotland civil marriages can only be carried out by a registrar or assistant registrar, but as far as religious ceremonies a temporary authorisation can be granted on certain conditions, now there are a lot of thing you need to produce and i dont think they would grant temporary authorisation but what do you guys think? here is a link to the website

Damn Scottish law is a totally different animal from English law (Different Legislatures).
I was under the impression that the license thing has to be done by the properly appointed legal representative. It just happens that most christian priests (in the UK), and other denominations as well, are said legal representative. So allowed to sign the documents. As far as other blessings since the turn of the century it is legal to have said blessings anywhere you want as long as the owner doesn't mind, and in whatever denomination you want, but you do have to have the proper legal registrar there for the actual legal document. it now being legal to undertake weddings outside of churches (etc) and registry offices.
This is all entirely in my humble opinion and I must re-iterate as usual check with a properly qualified and accredited member of the legal profession (where you live), and do not rely on it as fact.
