At the point at which the atomic bombs were dropped, Japan was seeking to surrender and had been communicating this to the White House (via Russia, earlier in 1945). Hirohito remained in power, and was not tried as a war criminal. The conditions the Allies would not agree to before the bombing were exactly what happened after the bombing. Hmm.

Only small factions were trying to surrender fearing the total destruction of Japan, the vast majority of Japan's government and military were stubbornly on a war footing and more than willing to fight on. They were training virtually every able bodied person to fight along side the army and were still working on new weapons in 1945. They were far from, as a nation, ready to surrender.
