If there is one thing that I've noticed that is fundamentally different in other countries it is this...
The world views everything from the USA as being the USA as a whole.
Here in the US, most people view those people as foreign as you do.
It's sort of a malfunction in the American world view. We see ourselves a lots of different groups in the same country.
The world sees us as all the same. In my opinion we would be better off if we saw things like most of the world.
We'd feel a sense of responsibility for the swaths of land populated by toothless fat ignorant morons and the inner city decay. We'd do something about it.
It has an effect. We watch things like urban decay without a feeling of responsibility because most people feel like "it's those people, not us". So we can abide by ignorance and poverty and every other blight as long as it doesn't effect us directly.
It's the root of a lot of problems IMO.
