Best answer anyone has come up with so far is "separation of church and state." Whenever the state merges with church or religion, we get religious tyranny. Whenever the church or religion merges with state, we get religious tyranny.... "holy roman empire" ...tyranny, "islamic republic" ...tyranny, "bushido in Japan,"  ...tyranny, "religious fundamentalism in America"...tyranny, "communism (yup, its a religion) in North Korea, China, USSR" ...tyranny, etc.
