I checked out the article and the complaint came from a feminist cycling organisation called 'menstrual cycle'!

Turns out the law says that sniffing someone's bike seat isn't a crime unless they see you do it. It's hard to believe that the dudes who write laws go into that level of detail - they must have a lugnut loose.
