Oh.  I see, it's that the BBC knows "Commission nationale de l'informatique et des libertes" is simply beyond my anglo-centric little comprehension!  Zut alors!

[Edited in futile attempt to make the 'e' in "libertes" have an accent aigu and then given up on, and replaced with a naked 'e'. Merde.]
