Basically when industry and the wealthy gain more or less complete control of the government you're there. So ironically a climate of anti government on the part of the Vox populi while the wealthy and corporate interests spend billions influencing every election and every aspect of public policy amounts to surrender to wealthy interests. Noting serves the will of corporate muscle more than a deregulated government that works for nothing more than advancing corporate interests. A giant bank of public funds to be handed out to the owners of our "buy as you go" government.

Right now it's almost comical what big corporations get away with while the public are herded to rail against government regulation. It's comical. "Thank you Sir may I have another".
