Do the math. 7 billion, shoulder-to-shoulder, fit into 200 square miles. We don't have an over-population problem, we have a food distribution problem. The primary issue is logistics. Which as we know, is governed by politics.

True, food is a powerful weapon; people who are starving to death can't fight for their freedom or to remove a corrupt dictator. Food is always used by these assholes to control the masses they rule over.
